General Prosecutor Approves the Guideline on Measures for the Elections

Today, the General Prosecutor, Olsian Çela, approved a guideline outlining the administrative and procedural measures to be implemented before and after elections.
Temporary special sections will be established within the prosecution offices of general jurisdiction to investigate criminal offenses threatening the integrity of free elections and the democratic electoral system, as part of these measures.

These sections will be established within 10 days of the guideline’s approval and will operate until May 31, 2025. They will be supervised by the heads of the 13 general jurisdiction prosecution offices and will consist of highly experienced prosecutors and judicial police officers, all of whom have received special training in this area.
Pursuant to the agreement between the General Prosecutor and the State Police General Director, the State Police will provide judicial police officers, expertise, logistical resources, and operational teams to support the investigations of the temporary special sections.

The cooperation with the State Police intends to ensure the efficient and comprehensive investigation of criminal offenses, facilitating a swift response to information and reports concerning electoral crimes. This involves conducting preliminary and procedural verifications and referring cases to the prosecution.
Coordination will extend to the Special Prosecution Office and the Central Election Commission at all levels to strengthen institutional cooperation during the electoral process and improve the efficiency of investigations, ensuring the timely transmission of criminal complaints, legal proceedings, and other relevant information.
Prosecutors are instructed to undertake proactive investigations, adhering to a rigorous criminal policy concerning requests for the imposition of security measures and sentencing. A complaint template will be accessible on the General Prosecutor's Office website to facilitate citizens in reporting legal violations that have adversely impacted their rights as voters.
