Information from Shkodra Porsecution over the Death of Mother and 3 Minor Children

Shkodra Prosecution Office has filed the criminal proceeding No. 511/2024, against citizen Erdgys Arrazi based on procedural materials submitted by Shkodra Police Commissariat, concerning the criminal offense of "Causing Suicide,".

The investigation started after the disappearance of his wife and three minor children, later found drowned in Buna River.

This prosecution gave details over the most sensitive case as follows:

Based on the information from the investigative acts so far, it has been found that on May 3, 2024, around 17:30, citizen E.A. has been presented at Shkodra Police Commissariat to reported the departure of his spouse, citizen A.A., along with their three minor children, from their residence. Statements have been obtained from individuals familiar with the situation, indicating that on May 2, 2024, in the afternoon, citizen A.A. went to have a coffee with her sister-in-law, citizen V.P., in the "Iliria" neighborhood of Shkodër. After spending approximately two hours together, citizen A.A. informed her sister-in-law that her brother would pick her up there by taxi, as she planned to spend a week at his house to relax. Surveillance footage indicates that after bidding farewell to her sister-in-law, citizen A.A., accompanied by her three children, proceeded along the sidewalk toward the "Ura e vjetër e Bunës" heading in the direction of the "Kisha e Zojës" in Shkodër. They have left the bar at 20:10 on May 2, 2024.

Subsequently, police services issued a search warrant for citizen A.A. and her three children.

Further, on May 4, 2024, around 22:00, police services were notified that the lifeless body of a minor child, identified as citizen E.A., born on October 20, 2015, was found by the Buna River in the village of Darragjat, Dajç Administrative Unit. In the presence of the forensic doctor, the body was examined, and no signs of violence were observed. A forensic medical examination was ordered for citizen E.A. to determine any injuries on the victim's body and ascertain the cause of death.

Judicial police conducted a search of citizen E.A.'s residence, where no illicit items were found.

At this stage, there are reasonable suspicions based on evidence that citizen E.A., because of continuous psychological abuse towards his spouse, in the form of ongoing insults and marital infidelity, severely affecting her dignity, has induced the suicide of citizen A.A., who amidst severe psychological distress, is suspected to have plunged herself and her three minor children into the river. 

Under these circumstances, citizen E.A. has been detained as a suspect for the commission of the criminal offense of "Causing Suicide" as provided for in Article 99 of the Criminal Code.

Investigations persist, aiming the surveillance footage from cameras positioned around the incident site, seeking to trace the movements of citizen A.A. and her minor children. Interrogations of individuals familiar with the events remain ongoing, complemented by additional inquiries to collect crucial information aimed at fully revealing the circumstances surrounding the criminal act and assigning criminal liability.
