Majority Ready to Review Opposition’s Open Lists Proposal With One Condition

The ruling majority is willing to consider United Opposition’s recommendation for 100 percent open electoral lists, but only if this formula is part of a European state with an Albania-like system, the Representative of Socialist Party (SP) for the Electoral Reform Damian Gjiknuri said Monday.

According to Gjiknuri, this state must also have adopted the open lists because “reference on the model is the practical criterion” necessary to complete opposition’s demand.

On the other hand, the Socialist claimed that opposition’s insistence to take ODIHR’s expertise on the matter serves only to delaying the process and blocking the constitutional amendments from adoption. He added that the Political Council is a “consultation forum” regarding the Electoral Reform, not as a “blocking instrument”.

“As we explained also in the last meeting, your request for opening 100% of the candidate lists is addressed as available space in formulation of the compromise of the draft constitutional amendments, which are in parliamentary procedure. Even your claim for the necessarily preserving of the current coalition formula has taken a response in principle from the majority. We are ready to review this formula if it finds reflection in the model of any European country that has a system like ours and that has adopted open lists. Reference to the model is important because it is the practical criterion that will help us to conclude on the feasibility of your request and on its compatibility with the highest good, that of the voters”, proclaimed SP’s representative at the Electoral Reform table.
