National Counselling, PM Rama Discusses Cannabis Legalization
Prime Minister Edi Rama has reopened the topic of legalization of the medical cannabis, during a meeting with several citizens within the initiative of the National Counselling. The head of government showed how the cultivation of medical cannabis would work if it were legalized.
According to Rama, the whole process would be strictly monitored, and cannabis would be used mainly for exports.
"The dilemma for the decision is about medical cannabis. Although a whole school of thought is who legalizes solves the problem of illegality or illegal activities. When I was asked before I said it's something that will come in time, but we're not in that moment. Today this is a decision that we discuss among us. It is about medical cannabis that is developed in a very controlled way. With licensed entities that are highly controlled. With plants monitored by cameras. Because the interest of this activity is export.
In case we will legalize it, the production will be done. But by-products will initially be taken out to factories that are out. They are like a pharmacy export, and every root is monitored. Otherwise it does not work. It is not that you will plant cannabis everywhere. It will be done with an innovative technology. It creates good premises, as they could have been better a few years ago, we are not the first to do so. Both in the region and abroad. It is not that the market is empty. There are many actors as states. We have dilemmas, there are pros and cons.
