The Speaker of Albania's Parliament on Friday presented a review of the legislature's work during the first two sessions of the 11th Legislature, describing the period as one of institutional reform and modernization aimed at supporting the country's goal of joining the European Union.

Addressing the Socialist Party's parliamentary group, the Speaker said Parliament had strengthened its three constitutional functions—lawmaking, oversight and appointments—while adopting 131 laws, around 40 more than during the final two sessions of the previous legislature.

A significant portion of the legislative agenda focused on Albania's EU accession process, including the adoption of laws aligning the country's legislation with the European Union's acquis, parliamentary oversight of accession negotiations and the unanimous approval of a resolution supporting Albania's membership in the bloc.

The Speaker also highlighted changes to parliamentary oversight, saying a new performance-based model has been introduced to evaluate public institutions and monitor the implementation of parliamentary recommendations. Parliament has also drafted its first Annual Parliamentary Oversight Calendar.

On institutional modernization, he pointed to the use of artificial intelligence to automatically transcribe parliamentary sessions and the development of the Media Hub AI platform, which is intended to improve transparency and expand public access to parliamentary proceedings.

He also emphasized the role of parliamentary diplomacy in advancing Albania's European integration, citing closer cooperation with the European Parliament, the parliaments of EU member states, the U.S. Congress and other international partners.

The Speaker thanked members of the Socialist Party's parliamentary group for their contributions to legislative work, parliamentary diplomacy and community engagement, saying that the final phase of Albania's EU integration process requires the commitment of all state institutions and society as a whole.

He also announced that preparations are underway for the construction of a new Parliament building. According to the Speaker, Parliament has been working with the National Territorial Planning Agency and the Albanian Investment Corporation to prepare the project's terms of reference. He said the plans build on concepts developed in previous architectural competitions while incorporating modern technologies.

If the current timetable is maintained, an international architectural competition for the new Albanian Parliament building is expected to be launched in late September or early October.
