The Special Anti-Corruption Prosecutor’s Office, (SPAK), has questioned Treasury Director Elmira Peto as part of an investigation into the blocking of magistrates’ salaries, according to Albanian authorities and local reports.

Peto appeared at SPAK on Friday after prosecutors requested that she provide documentary records concerning the decision and procedures related to the suspension of payments to judges and prosecutors. She is currently being questioned as a declarant, according to the information available.

The investigation is examining allegations of abuse of office and obstruction of the execution of a court decision. Prosecutors are also examining the implementation of a February 2026 ruling by Albania’s Constitutional Court concerning magistrates’ salaries.

The latest questioning comes a day after agents from Albania’s National Bureau of Investigation, or BKH, went to parliament and the Ministry of Finance to collect documents and institutional correspondence related to the salaries of judges and prosecutors.

The investigation unfolds against the backdrop of an escalating dispute between state institutions and representatives of Albania’s judiciary over the country’s magistrates’ pay system.

Meanwhile, Albania’s parliament approved overnight a bill proposed by the governing Socialist Party concerning magistrates’ salaries. The legislation, which was passed with 84 votes, provides for an increase of approximately 8,500 Albanian lek in the reference salary.

Judges’ and prosecutors’ associations have said they intend to challenge the legislation before the Constitutional Court, arguing that the changes violate constitutional guarantees and judicial independence.
