Strengthening Industry-VET Cooperation to Align Skills with Market Needs

During the month of January, the National Agency for Vocational Education, Training and Qualifications (NAVETQ), in cooperation with Swisscontact Albania through the “Skills for Jobs” (S4J) project, organized a series of meetings with representatives from six key industries in the country. The purpose of these consultations was to review the list of occupations and vocational qualifications required by the labor market and currently offered by the vocational education and training (VET) system.

Discussions focused on revising existing qualifications and developing new ones in sectors such as thermohydraulics, electrotechnics, textile and garment manufacturing, wood processing, food technology, and transport services. Business representatives expressed particular interest in the dual VET model, which combines theoretical learning with company-based practical training, allowing students to work three days per week in companies throughout the duration of their program.

Dual VET has been implemented in Albania since the 2024–2025 academic year. The number of students and companies participating in this form of cooperation is steadily increasing, and the experience has proven highly positive for all stakeholders involved. In the upcoming academic year, additional dual qualifications will be offered to young people and companies in various cities across Albania.

“Skills for Jobs” (S4J), a project of the Swiss Agency for Development and Cooperation (SDC) implemented by Swisscontact, is working to establish a sustainable vocational education and training system that responds to labor market demands and provides young people with meaningful opportunities for professional development.
