Tirana Prosecution Seeks Life Imprisonment for the Murder of Former Vlora Police Director, Artan Cuku

Tirana Prosecution has sought life imprisonment for defendants Bledar Jambelli and Kristaq Leci. 

They face charges of “Murder of State Police Officers,” committed in complicity, and “Illegal manufacture and possession of firearms, explosives and ammunition”.

The investigations into criminal case no.139/2017 substantiated that defendant Jambelli has been considered a high-risk individual and wanted by police since the early 2000s. In 2012, the Vlora Local Police investigated the defendant B.J. for serious crimes, specifically the murders of citizens Sh.M. and E.Sh. Thanks to the efforts of the police department led by the late Cuku, the defendant B.J. was arrested and charged with the aforesaid offenses. However, he was found not guilty by the court and subsequently released.

This is exactly why, in 2017, citizen B.J., seeking revenge, planned the murder of the former Vlora Police Director. To carry out this plan, he agreed with K.L. and also met with citizen M. Sh., promising him a payment of approximately 20,000 euros and a trip to Germany after the murder, persuading him to commit the crime. Citizen K.L. provided M.Sh. with two pistols—one of the Zastava type and the other a Glock with a silencer—while he himself kept watch on the victim from a distance.

Citizen M.Sh. shot the victim at least eight times, leaving him lifeless at the scene. He was immediately apprehended and, following his arrest, signed a cooperation agreement with the justice system. Defendant M.Sh. was sentenced to ten years in prison after admitting to the charges and the criminal act, cooperating with the authorities, and expressing remorse by apologizing to the victim’s family.

The investigations proved beyond any reasonable doubt that the murder was committed intentionally and with premeditation, driven by motives of revenge and financial gain involving two other accomplices. These three individuals acted in coordination, led by B.J., with the ultimate goal of killing A.C., motivated by different reasons. The organizer sought revenge, while the accomplice aimed to assist his friend and, at the same time, his cousin M.Sh., in exchange for financial benefit, thereby aiding in the commission of the crime. M.Sh. was motivated by material gain in this complicity.  As a result, all three murdered the former Vlora Police Director.
 Accordingly, Tirana Prosecution Office has formally sought:
That defendant B.J. be found guilty of the criminal offense of “Murder of State Police Officers,” as stipulated in Articles 79/b and 25 of the Criminal Code, and be sentenced to life imprisonment; and
That defendant K.L. be found guilty of the criminal offense of “Murder of State Police Officers,” as stipulated in Articles 79/b and 25 of the Criminal Code, and be sentenced to life imprisonment.
