UN Climate Change Secretariat Joins the Balkans Blue Economy Summit in Vlorë

A major international milestone for the Balkans Blue Economy Summit, the high-level institutional conference spanning three key days from October 16 to 18, 2026, hosted at Orikum Marina in Vlorë, Albania. The summit is organized by BSF Consulting Sh.p.k. as part of the second edition of the Balkans Sea Fair and benefits from the official Patronage of the Italian Ministry of Enterprises and Made in Italy (MIMIT). The United Nations Climate Change Secretariat (UNFCCC) has officially confirmed its participation in the proceedings of the summit's second day on Saturday, October 17. Representing the world’s leading climate institution will be Mr. Marenglen Gjonaj, Senior Advisor in the Programmes Coordination Division and Climate Finance Team Lead at UNFCCC. 

Geopolitical & Logistical Centerpiece The second day of the summit (14:30 – 18:00), promoted under the auspices and in partnership with The International Propeller Club - Port of Rome, represents the geopolitical and logistical centerpiece of the event. It is themed: "Corridor VIII, Intermodality, and the Blue Economy: New Connections Between Italy, Albania, and the Balkans." The opening institutional session will open with welcomes from Italian and Albanian government authorities, the Executive Board of the Balkans Sea Fair, and Donato Caiulo, President of The International Propeller Club - Port of Rome. The global and Eurasian geopolitical framework will be outlined in an introductory address and geopolitical analysis by international geopolitics expert Ilir Kulla, followed by a keynote presentation by Gianfranco De Angelis (Secretary General, UIR - Unione Interporti Riuniti) on the future of Euro-Balkan logistics. High-Level Thematic Panels The afternoon session on October 17 will feature five high-level thematic panels:

1. Infrastructure, Energy, and Strategic Links In-depth discussion on digital networks and energy development in Albania led by Antonino Fischetti (Energy Circle), alongside SRM data on Corridor VIII logistical flows presented by Claudio Lubatti. 

2. Sea, Security, Space, and Deep Waters Focus on the intersection of industrial development, governance, and Adriatic-Ionian cooperation featuring Lorenzo Galluccio (Leonardo). 

3. Sustainability, Design, and Next-Gen Shipbuilding Highlighting luxury yachting excellence and Mediterranean design innovation with Barbara Amerio (Amer Yachts) and Arch. Antonio Luxardo. 

4. Emerging Mediterranean Economies Examining the decarbonization of maritime transport with Vera Moretti (OpenEconomics) on project bankability and innovation.

5. Land and Water Regeneration Sustainable development perspectives presented by Arch. Tommaso Tommasi, Advisor to the Italian Ministry of Enterprises and Made in Italy (MIMIT). 

Special UN Address & Executive Roundtable 

Following the panel discussions, Mr. Marenglen Gjonaj (UNFCCC) will deliver a special UN Special Address titled: "From Ambition to Implementation: International Cooperation for a Sustainable Blue Economy in the Balkans and Mediterranean", highlighting global climate finance strategies and international cooperation frameworks needed for the ecological transition across the Adriatic-Ionian region.

The day will conclude with an executive roundtable titled "Italy & Albania: Co-Building the New Mediterranean Maritime Ecosystem", providing an open dialogue among leading local developers, real estate executives, and industrial groups.
