Why President Meta Returned 2021 Budget for Review in Parliament
Chief of President of the Republic Ilir Meta’s Cabinet, Edmond Panariti listed Friday some of the main reasons, which forced the Head of State to return for reconsideration in the Parliament the draft budget for 2021.
In a press release, the Chief of Cabinet said that the main reason for making this decision is the fact that this draft law does not provide sufficient support to cope with the coronavirus pandemic and its consequences.
Sufficient support of the emergency needs of hospital treatments is not provided in the budget, highlighted Chief Panariti as he pointed out that more patients will be admitted in hospitals and the necessary funds for the needed pieces of equipment have not been predicted.
Moreover, the return of this law is made due to the fact that it does not provide programs to support businesses or the unemployed as far as Panariti is concerned.
“I want to share with you the reasons that forced the President to return this law for reconsideration. The most major reason is the fact that this draft law does not predict sufficient support to handle the pandemic and its consequences. In the budget is not predicted sufficient support for the emergent needs of hospital treatment, while we will have an increase in hospitalizations, we have not predicted the necessary money for the purchase of equipment. Unfortunately, the cases are expected to increase in the coming months.
Another reason is that next year's draft budget are not predicted programs to support small business, textile companies, sufficient funds to hande the consequences of unemployment due to the pandemic. Especially when the number of lost jobs is over 50.000. Albania remains the last country in the region for the packages in help of business.
Another reason that has forced the President is that in this draft law have not been reflected the recommendations of international organizations for PPPs with unsolicited bids. Which mobilize no less, ALL 838 billion, or 50% of the GDP. When it was expected that with the recommendations of world organizations there would be a suspension of PPP with unsolicited bids, for the next year is seen an increase by 238 billion ALL, or 21% or ¼ more than a year agoâ€, stressed the Chief of President Meta’s Cabinet among others.
