78% of Additional Budget Revenue from Salary Taxes

The country's economy expanded by 3.74% in the first 9 months of 2025, but this growth is not being fully reflected in budget revenues, which are increasing mostly from payroll taxes and social security contributions.

Total revenues reached Lek 754.6 billion in 2025, with an increase of Lek 44,280 million or 6.23%, but 77% of this amount, about Lek 34 billion, was collected from personal income tax and from income from insurance contributions.

The vast majority of the growth was generated by the Personal Income Tax (PIT), mainly from salaries. This category has brought in Lek 16.3 million more than in 2024, with an annual increase of 24.78%. In relation to the total increase of Lek 44,280 million, the contribution of the payroll tax constitutes about 37% of the total increase. Thus, over a third of the additional revenue in 2025 came from the expansion of the wage base and the increase in declared income.

A significant contribution was made by income from social and health contributions, which amounted to Lek 17.5 billion and accounted for 39.6% of the additional revenue collected in 2025. Income from contributions increased by 10.8% annually, mainly due to the effect of wage increases, mainly in the state sector.
