Albania’s Police Oversight Agency (AMP) arrested 11 people in July 2026, including eight police officers, as part of its investigations into alleged misconduct and criminal offenses, according to the agency’s monthly activity report.

During the month, AMP also referred 54 cases involving police employees to prosecutors for further investigation. Of those employees, 15 were first-level managers and 39 were operational-level officers.

The largest category involved alleged abuse of office, with 14 cases concerning 15 individuals. Another 25 cases involved alleged arbitrary actions, intentional damage, threats and other offenses. Five cases concerned violations of road traffic rules and involved five police employees and one civilian.

AMP said it also processed 111 citizen complaints during July. Fifteen were classified as substantiated, 62 as unfounded and 32 as unproven, while two cases resulted in criminal files being opened. The agency separately handled 160 administrative complaints.

Its citizen communication line received 420 calls during the month. Of these, 253 fell within AMP’s jurisdiction, 104 were outside its mandate and 63 involved requests for information.

Disciplinary proceedings also continued. The AMP Disciplinary Commission ordered investigations for six police employees over alleged serious violations, while proceedings were not opened in one case because the alleged violation was not proven. Documentation involving 26 police employees and two fire and rescue officers remains under review.

AMP also conducted three inspections in July — one planned and two unannounced — to assess the activities of its structures.

The July figures provide an overview of AMP’s investigations, disciplinary proceedings, complaint handling and public-facing activities as the agency continues to oversee the conduct of law enforcement personnel in Albania.
