Albania’s Prime Minister Proposes Sweeping Cabinet Changes After Meeting President

Albanian Prime Minister Edi Rama met with President Bajram Begaj on Monday in a 25-minute meeting at the Pallati i Brigadave, as the Presidency building undergoes reconstruction.

During the meeting, Rama formally proposed seven changes to his cabinet. President Begaj now has seven days to decree the dismissal and appointment of the new ministers, after which the changes will be submitted to Parliament for approval.

The proposed reshuffle comes just five months after Rama secured a confidence vote for his fourth governing cabinet in September last year. On Thursday, February 26, the prime minister moved to reorganize leadership across eight ministries.

Under the proposed changes, Enea Karakaçi, currently the administrator of OSHEE (Albanian Power Distribution Operator), would take over as Minister of Infrastructure and Energy, replacing Belinda Balluku.

Toni Gogu, who has served as Minister for Relations with Parliament, is set to become Minister of Justice. Career diplomat Ferit Hoxha — Albania’s former ambassador to the United Nations and currently head of mission to the European Union — has been nominated as Minister for Europe and Foreign Affairs, replacing Elisa Spiropali.

Besfort Llamallari, the current Minister of Justice, is expected to assume the role of Minister of Interior, returning to a ministry where he previously served as deputy minister during Rama’s third government.

In the Defense Ministry, Pirro Vëngu is set to depart, with Ermal Nufi — who has served as Secretary General in Belinda Balluku’s office during her tenure as Deputy Prime Minister — nominated as his replacement.

Meanwhile, Erjona Ismaili, a member of parliament representing the Vlora district, has been proposed as the new Minister for Relations with Parliament.

If decreed by the president and approved by lawmakers, the reshuffle would mark one of the most significant adjustments to Rama’s fourth-term cabinet since it took office.
