Govt Approves Police Register for Violent Protest Suspects, Allowing Border Exit Refusals

The Council of Ministers has approved the creation of a special electronic register tracking individuals referred to prosecutors or under investigation for violent crimes against public order and safety during public gatherings and demonstrations.

Managed by the State Police, the register will contain identifying and procedural information on individuals linked to documented acts of violence. Border Police will have limited access to the database for border checks and enforcement of legally applicable restrictions.

Under the decision, authorities may administratively refuse a person’s departure from Albania if individual checks reveal specific information linking them to violent acts during demonstrations, even when no separate court-ordered travel restriction is in place.

The measure follows Prime Minister Edi Rama’s earlier announcement that individuals involved in violent protests would be identified and registered.
