The head of the Supreme State Audit (SAA), Arben Shehu presented Thursday in Parliament the annual report of the institution for 2020

According to this report, 76 objects have been identified where there have been violations with significant effects on the state budget. These violations, as Shehu claims, constitute an economic damage of ALL 2.2 billion in the state budget.

“In 2020, the audit work continued for 145 audit reports, of which 73.5 were audited, 5 financial audits, 28 compliance, 16 regularity issues, 11 thematic audits. Audits were performed in 76 facilities where violations were identified with significant effects on the state budget, mismanagement of public property. It should be noted that despite the difficulties of the pandemic, KLSH is trying to maintain the high number of financial audits to the total audits. Financial opinions were given for 22% for audits, in 16 compliance and regularity audits financial opinions were given for 12 audits. The results of the audit work were aimed at providing recommendations for the improvement of audited institutions through organizational measures.

The main performance indicators of KLSH activity are the addressing of 1430 recommendations, of which 29 proposals for legal improvement, 1107 organizational measures and 294 recommendations for disciplinary measures. Violation resulting in economic damage. A total of ALL 2.2 billion or about 17.7 EUR million. Irregularities and illegality with negative effects, violation of financial discipline with a negative impact on the performance of audited entities in the amount of ALL 85.9 billion or approximately EUR 694.1 million. ALL 74.5 billion in the field of expenditures. The institution has requested monitoring regarding the reporting of the deficit level in 2019 " said Shehu.

Meanwhile, when asked by MP Zef Shtjefni if 91 audits conducted in state institutions are enough, Shehu said that this is not an indicator of the work of KLSH. As for people involved in abuses of state funds, he said that they are under investigation by the relevant prosecutors.

"This is not an indicator in the first place. I referred to unprecedented situations we have made every effort. We are parties to an agreement with the state prosecutor's office, general and special. We have found a kind of maximum will from these prosecutors. I am optimistic that the fruits will be felt consistently. Some of them are in the process of investigation and trial. We will follow them continuously in the process " said Shehu.
