KFOR Embarks in Northern Kosovo Before Border’s Unblocking

Unblocking of the border points in Jarinje and Brnjak of northern Kosovo is expected to take place this Saturday, which have been blocked since September 20, following Prime Minister Albin Kurti’s government to implement the car number plates reciprocity with Serbia.

In order for the process to go smooth, the members of NATO-led international peacekeeping force in Kosovo, Kosovo Force (KFOR) have gone to the border.

Meanwhile, about the way in which these border crossings will be unblocked spoke also the Deputy Prime Minister Besnik Bislimi, saying that the KFOR unit will be stationed there first, and then at 08:00 the relocation of the barricade and the special police is expected to begin.

"Unlocking is scheduled for tomorrow (Saturday, October 2). In advance, the KFOR unit should be deployed at the border crossings and in cooperation with the special units of the Kosovo Police should be informed about all the elements that are necessary to ensure the stability of the border crossings and their security", stated Bislimi.

He said there is no sequence as to which side should retreat in front of the other, as the relocation will take place simultaneously.

"Then, after all these procedures have been completed, at 08:00 it is foreseen to start the simultaneous relocation of both the barricade and the special police and with this it is completed. That is, there is no sequence that one side has to pull in front of the other, but the shift is done simultaneously. The only difference is that KFOR forces have to be deployed a few hours before the barricade relocation and special sensations begin, and also, what is important to remember each time as it seems, is a source of deliberate misinterpretation, this it has nothing to do with the attitude of the border police and the regular police. This measure does not affect them. They continue their work. "Their work and functions have not been taken over by the special police units, they have had the task only to maintain the border points and calm there", said Bislimi for REL.

Bislimi further said that if the deadlines are not met, the agreement will be identified as invalid.

"On our part, there is no tendency to postpone the deadlines. What is important to say is that if the deadlines are not met, then the agreement is considered invalid and the party who is shown to be non-cooperative will be the one who will be identified as a blocking party to the dialogue, but there is no reason that at least by the police, start the relocation. The barricade is illegal. It can be withdrawn at any moment and only that it would facilitate the work then for tomorrow, but otherwise on the part of the special police units there is no reason, and there is no logic for the process to start before everything is logistically transferred to KFOR and before the withdrawal of the barricade or barricades begins", he declared.

According to him, Kosovo is prepared for the implementation of this agreement. The Deputy Prime Minister has indicated that Kosovo already has about 300 thousand stickers, which he says are enough to cover the six-month turnover.

"Kosovo has been ready for a long time. Kosovo has about 300 thousand stickers (ie sticky notes), when I say 300 thousand stickers I mean 300 thousand packages, because one package has four stickers, so much so that they needed for each car to cover the signs of citizenship and symbols. And these are enough to cover the six-month cross-border turnover. "The interim agreement also has a term of six months, so our party is fully prepared", said Bislimi.

These two border crossings have been blocked since September 20th. That day, the Government of Kosovo decided to apply the measure of reciprocity on car license plates registered in Serbia.

According to the decision, cars with Serbian registration must remove these license plates at the entrance to Kosovo, and obtain temporary license plates while moving in Kosovo. Serbia has been implementing this measure for cars with registration of the Republic of Kosovo for several years.
