Kosovo-Serbia Energy Agreement Starts Implementation

The agreement on energy, reached by Kosovo-Serbia dialogue in Brussels, will start implementation. The company 'Elektrosever' that will supply and bill the electricity consumed in the north of Kosovo was licensed by the office of the Kosovo Energy Regulator (ERO). This was announced by ERO, after the board voted with five votes in favour and none against. Elektrosever is owned by Serbia's energy company, EPS (Elektroprivreda Srbije), but was established in Kosovo by Kosovo law. 

The licensing of Elektrosever in Kosovo took place only three days after reaching an agreement between Kosovo and Serbia on energy, which was signed in Brussels in the framework of the Kosovo-Serbia dialogue mediated by the European Union. In fact, in principle, the energy agreement was signed in 2013, but, in order to start implementing, the parties agreed on June 21 in Brussels. 

-More than two decades without paying for energy 

Since 1999, after the end of the war, Serb citizens of the four northern municipalities, Zve?an, Leposaviq, Zubin Potok and North Mitrovica, have not paid their energy bills. The Chairman of the Board of ERO, Ymer Fejzullahu, said on Friday that now the citizens of the four municipalities in the north - North Mitrovica, Zubin Potok, Leposavic and Zvecan will be billed with the prices offered by the supply company, Elektrosever. 

Kosovo's chief negotiator in the dialogue with Serbia, Besnik Bislimi, who signed the implementation of the agreement in Brussels, stated that "Elektrosever company will not produce electricity, but will buy it, either from the Kosovo Energy Corporation (KEK) or from another bidder in the international market, while the collection will be done by itself". 

-'Elektrokosmet' attacked in the north 

Just three days after agreeing to implement the Kosovo-Serbia energy agreement in the north, the 'Elektrokosmet' facility in northern Kosovo was attacked with an explosive device. According to the police, as a result of the explosion, a transformer and several surrounding vehicles were damaged, while no one was injured. 

"The prosecution has launched an investigation and pending the final expertise we can confirm that the explosion was caused by an explosive. The state prosecutor ordered the investigation to continue on Friday morning, while a case was opened for three criminal offenses related to the incident: causing general danger, use of weapons or dangerous means, destruction or damage to property and unauthorized possession of weapons fighters ", said the prosecution. 

The Minister of Interior of Kosovo, Xhelal Svecla, in his reaction, made responsible "Serbian parallel structures in the north for the attack on the Elektrokosmet facility". "There was an explosion where there was material damage. No one was injured. The aim is to terrorize the inhabitants there, but also to create insecurity for all citizens of Kosovo ", said Minister Svecla, adding that" this is a continuation of the pressures that parallel structures and Serbia exert on Kosovo". The Serbian List representing Kosovo Serbs in the Assembly also condemned the attack with an explosive device on the electricity distribution facility in North Mitrovica. 

Through a press release, this party said that "this attack and the rise of tensions are against the interests of the Serb community in northern Kosovo." The Serbian List called on the competent bodies to investigate the case and guarantee the safety of citizens.
