New Measures against Informality, Employee Protection

The Minister of Economy and Innovation, Delina Ibrahimaj, announced on Tuesday that a special plan of measures has been undertaken for the 2026 tourist season that aims to guarantee decent work, safety at work, and respect for labor legislation in the tourism sector.

Ibrahimaj emphasized that tourism is one of the main engines of the Albanian economy and one of the most important contributors to the increase in employment during the summer season, but at the same time brings challenges in terms of respecting employee rights and labor standards.

According to her, during the tourist season, the risk of undeclared employment, gray informality increases through unrealistic declaration of wages and working conditions, non-compliance with working hours and holidays, employment of minors in violation of legal requirements, as well as non-implementation of measures for safety and health at work.

For this reason, the State Labor Inspectorate has drafted a special plan of measures for the 2026 tourist season, with a focus on strengthening preventive and awareness-raising activities, targeting controls towards high-risk entities, and reducing informal employment.

The plan also provides for ensuring compliance with legislation on working hours, holidays, and payments, protecting special categories of employees, including minors, pregnant women, breastfeeding mothers, and foreign citizens, as well as strengthening control over the implementation of occupational safety and health requirements.

“Respecting the rights of employees and ensuring safe working conditions are the shared responsibility of institutions, employers, and employees,” said Minister Ibrahimaj, underlining that a successful tourist season is built on formalized work, safe conditions, and respect for the law.
