Pensioners Exempt from Property, Vehicle Tax

In order to reduce poverty for the elderly, the government plans to create fiscal incentives, such as an exemption from real estate tax for elderly owners.

The 2025-2030 aging plan document, recently approved by the government, states that this applies to taxes imposed on residential houses, land, or olive groves and vineyards in rural areas or the case of apartments, houses on the coast or in mountainous areas, which can be used as Airbnb and used for personal gain to increase income and reduce poverty when the owners are individuals aged 60+. The exemption from property tax will benefit 100% of pensioners who receive social or minimum pensions, who will be included in the list of clients in need.

On the other hand, it is predicted that by 2030, all pensioners will benefit from the pensioner card from the local government. The issuance of the pensioner card by all 61 municipalities will enable the benefit of free public transportation and the removal of obligations such as local government tax for the elderly and other facilities in housing or services.

It is also planned to remove the annual tax for personal vehicles of the elderly 65+ and reduce fines and late payment interest.

On the other hand, fiscal facilities may be established for expenses related to long-term care throughout the life cycle, such as the removal of service fees for nursing homes for health services, or local taxes.

Reducing electricity prices, classifying the elderly as a category in need, covering housing costs through rental bonuses, or covering public transport costs by local self-government units, are interventions that improve the livelihoods of elderly individuals.

Reviewing the list of reimbursable drugs to reduce living costs, especially for elderly people with diabetes, Alzheimer's, Parkinson's, mental health problems or who have lost autonomy, who live alone is another policy that is intended to be undertaken.
