Six Police Officers Brought to Trial by Elbasan Prosecution for ‘Passive Corruption’ and ‘Abuse of Office’ After Failing to Fine Traffic Violators
Elbasan Prosecution Office wrapped up the investigative proceedings and has brought to trial six police officers, namely citizens Xh.S., E.H., A.T., N.Xh., E.K., and B.T. They stand accused of “Passive Corruption by Persons that Exercise Public Functions,” as stipulated in Article 259/1 of the Criminal Code, and “Abuse of Office,” as provided for in Articles 248 and 25 of the Criminal Code.
The detailed investigation, conducted through proactive methods and in cooperation with the Police Oversight Agency (POA), Elbasan-Korça Section, into criminal proceeding no. 377 of 2024 revealed several cases where police officers accepted bribes from drivers in exchange for not imposing administrative penalties.
Citizens Xh.S., E.H., A.T., and N.Xh., police officers assigned to the Traffic Section of Elbasan Local Police Directorate, are charged respectively with the offenses of “Passive Corruption by Persons that Exercise Public Functions” and “Abuse of Office,” committed more than once as stipulated in Articles 259/1 and 248 of the Criminal Code. Additionally, citizens E.K. and B.T. face charges of “Abuse of Office” committed in complicity, as stipulated in Articles 248 and 25 of the Criminal Code.
These police officers, in the course of their duties and acting in complicity, deliberately failed to initiate administrative proceedings against drivers despite clear evidence of violations, thereby causing financial harm to the state and compromising the public interest.
Elbasan Prosecution Office calls upon all citizens to report any instances of corruption or abuse of office committed by public officials, intending to hold them criminally accountable.
