PM Reveals Report on Public Procurement
After the recent operations carried out by the Special Prosecution against Corruption and Organized Crime (SPAK) where abuses with various tenders have been published, Prime Minister Rama has made a balance sheet of state institutions on the procedures followed during a year with the assistance of the Public Procurement Agency.
In a meeting with heads of ministries and contracting authorities, the head of government said that during 2020 and early 2021, 936 procedures were performed, where 70% of them had problems in drafting criteria.
He says that despite the PPA's recommendations to the institutions, some of them have not taken them into account, calling it a violation of state ethics.
"From the data administered for all institutions related to the ministries and agencies of the executive power, during 2020 and the first period of 2021 it results that 936 published procedures have been assisted. Among them, 70% of the procedures resulted in problems in drafting the criteria. For this reason, recommendations have been sent to the relevant institutions by the public prosecutor. Around 20% of institutions in this room have not reflected on these recommendations.
The recommendations of the public procurement are not written in stone, but it is indisputable that not reacting to them in writing to argue with one point or another, is a flagrant violation of state ethics," said the Prime Minister.
According to Rama, from the analysis of 25 institutions, in 21 of them, 30-40 percent of tendering procedures have only one economic operator.
"In reviewing the data, 936 procedures were assisted by PPA and out of these, the average of qualified bids is 2.56. From the analysis from 25 institutions, 21 of them, 30-40 percent have an economic operator," said Rama.
