President Returns to Parliament Law on Decorations
President of the Republic, Bajram Begaj has returned for reconsideration the changes in the law on the awarding of decorations by the institution of the Head of State. In his explanation, the President says that the awarding of decorations is a Constitutional competence of the Head of State.
According to him, the legal changes approved in the last parliamentary session of last year want to lead to the limitation of the powers of the President.
"The numerical determination in Article 22, of Law 93/2022, for the number of decorations awarded by the President of the Republic (within the calendar year), in the absence of a detailed, legal-technical justification study/analysis given in the accompanying report of the law approved by the Parliament, 'On decorations in the Republic of Albania', is considered as a substantive element, which leads to the limitation of the constitutional competence of the Head of State, in this case.
We have a narrowing of the constitutional competence of the President for awarding decorations if we carefully analyze the content of the articles of the draft law 'On decorations in the Republic of Albania', explains Begaj, among other things.
