The former mayor of Kukës Municipality, Safet Gjici, appealed in the Special Appeal the security measure "prison arrest" given on June 26.

Gjici, who is accused of passive corruption, wants to be investigated with a another security measure.

The former mayor was arrested on June 24 in Tirana, the same day when the Court ordered the measure of "house arrest" for Alma Kaçi, the woman who appears in the video-scandal in the premises of the Kukes Municipality.

Gjici, as in the reaction on the day when the video was published, stated again before the court that the video was a trap by his opponents. He also claims that he had an intimate relationship with Alma for some time.

While Alma Kaçi was a bit vague before the investigators, where she initially said that she filmed the video after Gjici had harassed her earlier and she wanted to have it for safety. But she also said that she was a single mother and thought that Gjici might like her, which is why she had sex.

A scandal engulfed the Municipality of Kukes on June 16, as a video was published showing Alma Kaçi performing oral sex with Safet Gjici in the latter's office. A few days later a second video was published, where Gjici was talking to Alma Kaçi to help her win the dog sterilization tender in the Municipality of Kukës, just a few seconds after they had sex.

Alma Kaçi is accused of passive corruption, while SPAK is also investigating whether there was blackmail against Gjici before the video became public.
