Tender on Llogara Tunnel Worth ALL 19 Bln Reopened
Government of Albania has decided use the state budget for the funding of Llogara tunnel’s construction, which was cancelled in March 2021, excluding all 6 companies that participated as they did not complete the proper documentation.
This investment is considered as part of the Orikum-Himara road section part of the SH8 Vlora-Saranda Highway, and is predicted to have a limit fund of ALL 1.890.670 (eighteen billion nine hundred and sixty seven million), while the company that will win this tender will have to complete the works no later than 37 months from the signing of the contract.
In the meantime, the competition has been announced on the website of the Ministry of Infrastructure, where it is stated that the offer will be valid for 120 days. After that, the submitted documents will be reviewed and the company that will carry out the works will be published.
Apart from the technical criteria, such as the capacity of machinery, experience in such works, where the company must have realized at least a 5 km long tunnel, it is required that the entity has a financial capacity of at least 50 percent of the limit fund.
According to the statement, in the offer, the lowest price will be evaluated 50 points, the work schedule will have 20 points, the staff organization 15 points, the proposal for reducing the environmental impact and social impact 10 points, while the guarantee for the facility 5 points.
Nevertheless, construction of this tunnel will shorten the time to travel from Vlora to Himara and the border with Greece.
Since 2020, the start of the competition for the tender of Llogara has been declared several times, even before the elections it was declared that there was a company that met the conditions. But, due to the criteria, the race was cancelled.
