The August salaries of judges, prosecutors and administrative staff in Albania’s justice institutions have been blocked at the State Treasury, following a dispute over the implementation of a new magistrates’ pay formula.

The High Judicial Council (KLGJ) and High Prosecutorial Council (KLP) set the new reference salary at 222,425 lek, up from 156,800 lek, plus a 14,000-lek qualification allowance.

The decisions followed a February 2026 Constitutional Court ruling that annulled the previous salary formula and gave Parliament until July 31 to approve a new one. No new formula was adopted before the deadline expired.

According to sources cited by Top Channel journalist Anila Hoxha, the prosecutor’s offices in Kukës and Dibër have received their salaries under the new formula, reportedly because the relevant payment order reached them late.

Judges’ and prosecutors’ associations have called the situation “unprecedented” and urged the Ministry of Finance to immediately release the salaries, warning that the dispute could affect the functioning of the justice system.
