Lek 51bln More Budget Revenues in Jan-July

Total revenues, for the period January-July 2026, reached about Lek 484.6 billion, increasing by 11.8%, or Lek 51 billion more than the same period a year ago, according to data from the Ministry of Finance.

According to preliminary breakdowns, revenues from taxes and customs were Lek 20.8 billion more, those from social and health insurance Lek 13.9 billion more, while the rest, of about Lek 16 billion, or one third of the increase, came from local taxes, mainly from collections from the infrastructure tax for new constructions, an indicator of the high level of construction permits issued in the first half of the year.

The infrastructure tax on construction has become an important element that has influenced the total increase in budget revenues in the first three months of the year.

Previous data for the first six months of 2026 showed that Lek 18.3 billion was collected from the ‘infrastructure impact tax from new constructions’ across the country, or three times more than the same period a year earlier (+200%).

The budget continues to be in surplus, with revenues higher than expenditures. Total public expenditures, for the period January-July 2026, reached about Lek 433.2 billion, with a realization of 98.2% of the plan for the period.

Total revenues, compared to the same period a year earlier, increased by about Lek 51.1 billion or 11.8%, a realization of 58.9% of the annual revenue collection plan according to the initial budget and 57.5% according to Normative Act no. 2.

Revenues collected by Taxes and Customs, for the period January-July 2026, amount to Lek 307.9 billion, Lek 20.8 billion or 7.3% more compared to the same period in 2025.

Tax revenues collected by the tax administration (revenues from net VAT in the country, profit tax, personal income tax, national taxes), for the period January-July 2026, were realized in the amount of Lek 165.9 billion, Lek 15.7 billion or 10.4% more than the first seven months of 2025.

Compared to the first seven-month plan, the collected revenues are Lek 1.2 billion or 0.7% more. Revenues from VAT collected (net) were realized in the amount of Lek 49 billion, Lek 9.8 billion or 25.1% more than the first seven months of 2025.

Revenues from personal income tax, for the period January-July 2026, are in the amount of Lek 56.6 billion, Lek 8.4 billion or 17.3% more than the first seven months of 2025, as well as Lek 471 million or 0.8% more than the plan for the first seven months of 2026.
