Parliament opened what is scheduled to be the final plenary session of the current legislative term on Monday, while a protest outside the parliamentary building remained tense as demonstrators attempted to push through police cordons and approach the legislature.

Inside the chamber, lawmakers voted down a request by opposition lawmaker Agron Shehaj to hold a question-and-answer session with Prime Minister Edi Rama regarding the Porto Romano development project and the Vlora International Airport.

Parliament Speaker Niko Peleshi then introduced a draft bill concerning a defense-related agreement with the United States, including a proposed $302 million loan.

Opposition lawmakers from the Democratic Party called for greater transparency, arguing that the draft legislation published on Parliament's website was not accompanied by the explanatory documentation they said was required.

Responding to the criticism, Peleshi told lawmakers they could review the full agreement after signing a confidentiality declaration. Democratic Party parliamentary leader Gazment Bardhi objected, arguing that Parliament's rules and the Constitution require deputies to receive the relevant documentation.

Bardhi also warned that the legislation could later be challenged before Albania's Constitutional Court, describing it as unconstitutional.

Peleshi urged lawmakers to read the agreement before casting their votes, stressing that no decision should be made without first reviewing the full text.

Meanwhile, security remained heightened outside Parliament as police continued to prevent protesters from reaching the building.
