Albania’s government has temporarily delegated the administrative powers of the head of the State Intelligence Service (SHISH) to Elvis Lila, director of the agency’s Operations Department, following the dismissal of Vlora Hyseni, according to an order published in the Official Gazette.

Prime Minister Edi Rama signed the order, which took effect immediately and will remain in force until a new SHISH director is appointed.

Lila’s mandate is limited to administrative responsibilities, according to the order, including the management of staff and other institutional matters. The temporary arrangement does not give him full powers to take major operational decisions, according to Albanian media reports.

Hyseni was dismissed shortly after the Special Prosecutor’s Office (SPAK) launched an investigation involving her. A special court has ordered her to remain under house arrest and suspended her from public office in connection with an investigation into alleged support for a person suspected of a crime and disclosure of classified information, according to Albanian authorities.

Hyseni returned to Albania on Tuesday and was handed over to authorities at the country’s border with Kosovo. She had been abroad when the court measures were imposed.

The government has yet to announce a permanent successor to Hyseni.
