Security Measures Imposed at Elbasan Prosecution’s Request on Three Ex-Officials over Abuse of Office to Coerce a Citizen into Giving Up Property

Elbasan Prosecution Office secured and executed the precautionary measures of “Duty to appear before the judicial police” and “Prohibition to leave the country” against three former public officials, identified as G.A., K.H., and D.A. — respectively a Director of the Police Oversight Agency (AMP), a Judicial Police Officer, and a Municipal Police Director, suspected for the criminal offense of “Forcing through blackmail or violence to give out the property”, committed in complicity, as stipulated in Articles 109/b(1) and 25 of the Albanian Criminal Code.
The investigations into criminal proceeding No. 238, dated March 2, 2026, were initiated based on materials referred for jurisdiction by the Special Prosecution Office against Corruption and Organized Crime (SPAK).
The so far conducted investigations have established reasonable grounds to suspect that former public officials G.A., K.H., and D.A., while exercising of their duties, and by exploiting their functions as Director of the Police Oversight Agency (AMP), Judicial Police Officer and Municipal Police Director, acting in complicity, coerced through violence the citizen A.B., a business entity operator, by unjustly obtaining his property with the aim of not carrying out inspections of the business entity administered by this citizen, thereby violating the legal relations that protect personal liberty and private property.
Regarding this case, investigations are ongoing on a priority basis and in cooperation with the judicial police services of the Police Oversight Agency (AMP) to further document the criminal activity.
Furthermore, Elbasan Prosecution Office reaffirms its commitment to prioritizing the investigation of offences related to criminal acts against personal liberty, as well as unlawful enrichment that infringes upon citizens’ property rights.
