SPAK and BKH Launch Operation in Elbasan Over Waste Management Investigation
The National Bureau of Investigation (BKH) has carried out an operation in the city of Elbasan as part of an ongoing investigation into waste management and the financial dealings of the company “ECO-ELB” with municipalities across the Elbasan region.
There has been no official statement from authorities so far. However, local media reports say the operation is focused on ECO-ELB administrator Leli Kaja, who is reportedly suspected of having been detained in the city’s Fushë Mbret neighborhood.
The operation is linked to an investigation that began in 2024 under the Elbasan Prosecutor’s Office and was later expanded to examine institutional and financial relations between ECO-ELB and municipalities in the region.
As part of the investigation, dozens of people have reportedly been questioned, while contracts and payments related to waste management services have also been examined.
Further details are expected as authorities clarify the scope of the BKH operation and identify the individuals who may be under investigation.
