SPAK Chief Says Anti-Corruption Agency Lacks Operational Capacity to Arrest Fugitives

The head of Albania's Special Prosecution Against Corruption (SPAK), Klodian Braho, has raised concerns over the agency's inability to execute arrest warrants against fugitives, citing a lack of operational capacity.

Speaking before the Parliamentary Special Committee on Electoral Reform, Braho said SPAK currently relies on other law enforcement bodies to carry out arrests and acknowledged that a number of suspects and convicted individuals remain at large despite court-issued detention orders.

"We do not have the operational capacity for SPAK to carry out arrests of wanted individuals today," Braho said. "This is as concerning for us as it is for you. We have several individuals who are wanted under security measures issued in absentia, or who have been convicted in absentia, and those sentences have not been enforced."

Braho said SPAK has repeatedly raised the issue with the relevant authorities but stopped short of attributing the problem to either negligence or lack of capability.

"I cannot say whether this is intentional or due to inability, but the result is evident," he said.

The SPAK chief also revealed that the institution is considering a new strategy that could allow it to undertake certain operational actions independently in the future.

"It is too early to make anything public, but what I can say is that we are considering a different institutional approach that would enable SPAK to carry out certain operational actions on its own," Braho said.
