'Post-WWII System Is Severely Disrupted'
Just recently, China's State Council and Information Office has released a white paper titled "More Just and Equitable Global Governance: China's Principles, Proposals and Actions." It outlines the concrete efforts China has made to uphold multilateralism and to promote a better world. Seeking answers to the challenges of the times, China has put forward its principles, proposals, and actions to implement the Global Governance Initiative. Since the Initiative was first proposed last September, it has gained support from nearly 160 countries and international organizations.
Albania Daily News has forwarded a few questions to Her Excellency, Ambassador of the People’s Republic of China to Albania, Pang Chunxue, regarding this development. Read the interview below:
ADN: Your Excellency, China released a white paper on the global governance system recently. Could you please elaborate some background on this document?
Ambassador Pang: On 17 June, the State Council Information Office released the white paper titled “More Just and Equitable Global Governance: China’s Principles, Proposals and Actions.”
The Chinese side believes that the international system established after World War II has been severely disrupted by multiple crises. There is an urgent need of global governance for reform and improvement. It is a common cause concerning the well-being of all humankind and a universal need for all countries in the world. President Xi proposed a new initiative, the Global Governance Initiative (GGI), calling on all countries to take joint action to build a more just and equitable global governance system. The white paper was published to introduce China's principles, proposals and actions on global governance.
-What are the main contents of GGI? What is the significance?
-The GGI is built on five core concepts: sovereign equality, the international rule of law, multilateralism, a people-centered approach, and real actions.
First, the Initiative responds to the shared aspiration of all countries to improve global governance. It clarifies the principles and paths to follow in reforming and improving global governance.
Second, the Initiative expands the practical pathways for building a community with a shared future for humanity. Following the Global Development Initiative, Global Security Initiative and Global Civilization Initiative, GGI constitutes another important international public good put forward by China, offering a clear strategic guidance for advancing the building of a community with a shared future for humanity from different dimensions.
Third, the Initiative is committed to advancing greater democracy and the rule of law in international relations. It blazes a new path of global governance guided by extensive consultation, joint contribution and shared benefits and innovates the theories and practices of international political civilization.
-What’s the international community reaction to this initiative?
-Upon its introduction, the GGI swiftly gained support from nearly 160 countries and international organizations, with over 60 countries joining the Group of Friends of Global Governance. The Initiative has evolved from a Chinese proposal into international practice and demonstrated ever-growing vitality.
-Against the current international backdrop, how will China uphold multilateralism?
-We must remember that more than 80 years ago, the law of the jungle wreaked havoc upon humanity. Today, it is not that the UN has lost its importance, but that its authority and role have failed to be respected and brought into full play; it is not that the UN Charter is outdated, but that it is not effectively observed and upheld.
China holds that the top priority is to fulfill the obligations under the UN Charter, uphold sovereign equality, abide by the international rule of law, and oppose hegemony and bullying. We should actively support the UN in playing its central role. Meanwhile, we must keep pace with the times and accelerate UN reform, respond actively to the demands of developing countries, strive to boost the representation and voice of the Global South, and continuously revitalize the UN and improve its efficiency. China is ready to uphold the authority of the UN by advancing the GGI, and stands ready to work with other countries to reinvigorate and strengthen the UN.
