Prosecutor Edvin Kondili has presented this Friday his platform in front of the High Prosecutorial Council (HPC) as a candidate for the head of the Special Prosecution against Organized Crime and Corruption (SPAK). 

In his speech, Kondili said that he applied for this position because he has the professional training, experience, motivation and courage to lead it. 

"I responded to the call from HPC for the vacant position of the head of the Special Prosecutor's Office. I applied for this position after I assessed that I have all the professional training, experience, motivation, but also the courage to run this institution. 

This is a crucial stage for the functioning of SPAK, as one of the most important institutions of justice in Albania. It requires vulnerability analysis to draw valuable lessons for the future. If I am given the opportunity to be its leader, my commitment will be maximum. 

I started working as a prosecutor in 2004, at the prosecutor's office for serious crimes at that time. I have been working as a prosecutor for 18 years without interruption, 15 at the Prosecutor's Office of Serious Crimes. 

From 2020 onwards, I also exercise the duties of the head of the anti-corruption section at SPAK. 

I have investigated and represented at trial a large number of criminal cases. 

The criminal offenses which I have investigated and represented in the trial, in my assessment qualitatively and successfully, have been related to arms trafficking, murder of police officers, the commission of criminal offenses within criminal groups, etc. The punishment measures that I requested and then were approved by the court, of course and due to the nature of the criminal offenses, were sometimes 20 years imprisonment or life imprisonment. 

I also represented a very sensitive issue. Proceeding 176/1 of 2015 where 11 defendants have pleaded guilty. The criminal proceedings recently investigated by me, proceedings of 2019, where 44 citizens are investigated, 42 of whom are under arrest. They are a clear indicator not only of professional experience, but also of workload. In the part of the platform, I mentioned a number of other criminal cases, which were evaluated by HPC even in the phase of our candidacy to be part of SPAK, that is, prosecutor. 

For the property investigations, a sum of 500,000 euros was confiscated in one of them. 

I can mention several cases of representation in the trial of criminal cases with a high number of defendants, completed in 2021 at the first instance and in 2022 at the Court of Appeal. 51 defendants were on trial. It was continued with two proceedings, in one of them the trial for 35 defendants for a group of human trafficking was completed. 

After 2019 and onward with the creation of SPAK in a completely new spirit, from June 2020 until now I lead the anti-corruption section at SPAK. The anti-corruption section in SPAK consists of 8 prosecutors. As the head of this section, in close cooperation with BKH and the head of SPAK, the organization and division of investigators in BKH was done. 

I am the person responsible for drafting reports related to money laundering. Of course, and with our contribution, we hope that Albania will get out of the money laundering gray list as soon as possible", declared Kondili.
