Special Prosecutors Extend Investigation Into Vlora Airport Concession

The Special Prosecutor’s Office, known as SPAK, has extended its investigation into the concession for the construction of Vlora International Airport by another three months, as authorities continue to examine alleged irregularities in the tender process.

The investigation has now been extended until November 23, 2026, with prosecutors saying additional investigative steps are needed before the case can be concluded.

Seven members of the commission responsible for awarding the concession are under investigation on suspicion of violating equal treatment in public procurement, according to documents related to the case.

Earlier documents from SPAK indicated that prosecutors were investigating suspicions that the winning consortium may have been predetermined.

According to those documents, investigators suspect that members of the concession-awarding commission may have acted together to favor a consortium made up of Mabco Construction, YDA Group and 2A GROUP during the qualification and selection process.

The investigation was launched following a complaint filed by Al-De Corporation LTD, through Albanian citizen Aldi Çeli.

The Vlora airport concession has also become the subject of a dispute involving businessman Behgjet Pacolli, whose company Mabco was part of the winning consortium, and the Albanian government.

The dispute initially emerged between Pacolli and Valon Ademi, a shareholder of 2A GROUP, amid disagreements between the companies involved in the airport project.

At the height of the dispute, the Albanian government announced that it was initiating procedures to terminate the concession agreement. The dispute has since moved to arbitration.

SPAK’s investigation remains ongoing, and the allegations under examination have not been established as proven in court.
