Albanian Drug Trafficking Suspect Arrested in Dubai, Extradition Expected

Jetmir Pepa, an Albanian national wanted in connection with a major anti-drug investigation led by Albania’s Special Prosecution against Corruption (SPAK), has reportedly been arrested in Dubai and is expected to be extradited to Albania in the coming period, according to local media reports.

Pepa is considered a key figure in a criminal group suspected of trafficking approximately 7.5 tons of cocaine from Latin America to Europe. The investigation resulted in 11 court-ordered security measures and the seizure of 232 assets valued at around €12 million.

According to investigators, proceeds generated from the alleged criminal activity were subsequently invested in various sectors of the Albanian economy in an effort to launder money and conceal the illicit origin of the funds.

Pepa’s arrest was reportedly made possible through cooperation between Albanian authorities and law enforcement agencies in the United Arab Emirates.

Among the assets seized by SPAK are luxury businesses linked to Pepa, as well as a 33.3% stake in the Fierzë-based hydropower plant “HEC ARSTI.”

The hydropower facility operates under a 35-year concession agreement and is considered a profitable asset, generating annual revenues exceeding 140 million lekë. Financial records indicate that profits reached approximately 92 million lekë in 2024.

Ownership of the hydropower plant is divided among three shareholders: Pepa Group, which holds 33.3% of the shares, Shpresa-AL with 33.4%, and Marceli Ltd. with the remaining 33.3%.

The investigation remains ongoing as authorities continue efforts to identify and trace assets allegedly linked to the criminal network.
