A new law changing the way judges’ and prosecutors’ salaries are determined has been officially published in Albania’s Official Gazette, bringing the legislation into force.

Law No. 95/2026 was approved by Parliament in the early hours of September 18, at around 1:30 a.m. Later that morning, it was signed into law by President Bajram Begaj and subsequently published in the Official Gazette.

Under the new provisions, the basic reference salary for judicial and prosecutorial positions will be set at 0.38 times the salary of the President of the Republic. Its indexation will be determined by a decision of the Council of Ministers, no later than two years after the previous indexation.

The law also specifies that any change to the basic reference salary will apply only to judges, prosecutors, and members and the chair of the Constitutional Court.

For other public officials and civil servants whose salaries are linked to the salaries of judges or prosecutors, the basic reference salary established before Constitutional Court Decision No. 15, dated February 17, 2026, will continue to apply.

The law takes effect immediately. Its financial effects, however, are retroactive to April 1, 2023, and apply exclusively to the salaries of judges, prosecutors, members of the Constitutional Court and its chair.
