Failed to Justify Assets, Tirana Prosecution Seeks Confiscation of Assets of a Man Arrested in Germany for Drug Trafficking
Tirana Prosecution Office seeks the seizure of the assets belonging to Ilber Domi, arrested by German authorities for the criminal offense of “Production and sale of narcotic substances,” as stipulated in Article 283 of the Criminal Code.
The investigations into property proceedings no. 01 of 2025 substantiated that this citizen had previously been declared internationally wanted by Interpol Wiesbaden/Germany for the criminal offenses of “Trafficking of narcotics” and “Possession and sale of military weapons and ammunition,” as provided for in the German Criminal Code.
The data disclosed that this criminal activity was conducted during the years 2019–2020, a period prior to the investments made for the purchase of immovable property. According to the international arrest warrant, the subject’s involvement is evidenced in several episodes of the purchase and sale of narcotic substances, an activity generating substantial financial income.
The detailed financial analysis identifies that the total value of the documented income of citizen I.D. and his family members is lower than the total value of the investments and personal expenses carried out by this citizen and his family members, and it is suspected that these are derived from criminal activity.
Regarding the above, the Tirana Prosecution Office concluded that citizen I.D. and his family members lack the financial capacity to invest in and purchase the following immovable and movable assets, which are therefore requested to be seized:
• Immovable property of the type “arable land,” with an area of 850 m², located in Zall Herr, Tirana;
• Property “unit,” with a gross surface area of 98.8 m²; and
• Two “parking spaces,” built in accordance with the construction permit for the building of 1–2–9 floors + 1 underground floor, on “Bulevardi Blu–Kamëz” Street.
