Firms with over 125 Employees to Hire Special Groups
The draft law on some additions and amendments to the law “On the promotion of employment”, issued for public consultation by the Ministry of Economy and Innovation, provides for a series of measures to increase transparency in the labor market, modernize employment services, and align Albanian legislation with European Union standards.
One of the main innovations of the draft law is the obligation for every employer to announce paid job vacancies with the institution responsible for employment and skills, also making public the salary range for each vacant position.
According to the draft law, until Albania accedes to the European Union, every employer will have the obligation to hire one person from special groups for the first 125 employees of the enterprise. For every additional 125 employees, the employment of another person from these categories will be required.
The draft law stipulates that, in the event that the employer does not meet the established quota, he will pay a contribution to the Social Employment Fund in the amount of 50% of the minimum wage nationwide, for each month and for each person who should have been employed according to the law.
The changes are part of the labor market reform package, which aims to increase the inclusion of specific groups in employment, strengthen active labor market policies, and align Albanian legislation with European Union standards.
The draft law also includes a number of other measures, such as the creation of the Digital Employment and Skills Passport, the establishment of the Labor Market and Skills Information Observatory, as well as the creation of the legal basis for Albania's participation in the European Network of Employment Services (EURES).
At the same time, the draft law provides for the creation of the Labor Market and Skills Information Observatory. Entities that have labor market data will be obliged to exchange it electronically through an integrated database.
Another point of this draft law is also the gradual integration of Albania into the European Network of Employment Services, EURES, which connects employment services and information on job vacancies in the European market.
