Mountain Package to Boost Rural Economy

The “Mountain Package”, through support in legal and financial matters, aims to encourage investments in rural mountainous areas for all those who will meet a series of necessary conditions.

The Deputy Minister of the Ministry of Economy, Culture and Innovation, Enkelejd Musabelliu, in an interview for local media, explained the steps that are expected to be taken in the future by both central institutions and municipalities, to finalize the necessary sub-legal acts that make this initiative applicable.

He said that the beneficiaries of the “Mountain Package” will be citizens who meet the conditions set by the law for the facilitation related to ownership, while in fiscal terms, the benefit is limited to the first 500 investors.

“This is a very simple draft law that has two instruments at its core: a legal one and a financial one. The legal instrument has to do with property titles. One of the main problems that is the development of rural properties has to do with the lack of property titles. So, people who have a history of inheritance in a certain property and the entire community know that it is their land, but they do not have a document that formalizes this ownership. Consequently, even when they want to develop something, they cannot do it. They cannot apply for a building permit, they cannot leave it as collateral in the bank. The “Mountain Package” draft law aims to give these residents, who have a history and connection with this property, the opportunity that if they have a project, they also have a property document. We must understand that this law is essentially about economic development and not ownership,” said Musabelliu.

The "Mountain Package" is a new government initiative, in support of rural mountainous areas for the development of agro-tourism, which has begun to attract more and more foreign tourists, contributing to the increased contribution of this sector to the tourism industry in Albania.
