Shkodra Prosecution Office has concluded its investigations and brought a State Police officer, the Chief Inspector of the Territorial Protection Inspectorate (IMT), and two other inspectors to trial for ‘Abuse of Office’ and ‘Failure to Report a Crime,’ as stipulated in Articles 248 and 300 of the Criminal Code. 

The investigations into criminal case no. 457 of 2025, based on materials referred by the Police Oversight Agency, revealed that on April 9, 2025, operational channels provided specific information indicating that illegal construction activities were taking place in the villages of Pistull and Paçram, within the Administrative Unit of Hajmel, Municipality of Vau i Dejës. Various individuals were involved in these unauthorized constructions. These citizens had been favored by a police officer from the Vau i Dejës Police Station and by inspectors from the Territorial Protection Inspectorate (IMT). The investigations concluded with sufficient evidence to support the suspected criminal offenses, leading to charges being filed against the following citizens:

-    A.D., a State Police officer holding the position of Assistant Specialist for Community Policing at Vau i Dejës Police Station, is charged with committing criminal offenses in aggravating circumstances, as stipulated in letters 'dh', 'gj', and 'h' of Article 50 of the Criminal Code. Specifically, A.D. faces charges of 'Failure to Report a Crime', and 'Abuse of Office'  under Articles 300 and 248 of the Criminal Code. As a precautionary measure, A.D. has been placed under the personal security measure of 'Duty to Appear before Judicial Police,' as stipulated in Article 234 of the Criminal Procedure Code;

-     M.L., holding the position of Chief Inspector at the Territorial Protection Inspectorate (IMT) in the Municipality of Vau i Dejës, is charged with committing criminal offenses in aggravating circumstances, as specified in letters 'dh', 'gj', and 'h' of Article 50 of the Criminal Code. The charges include 'Failure to Report a Crime' and 'Abuse of Office' under Articles 300 and 248 of the Criminal Code, he is subject to the security measure of 'Duty to Appear Before Judicial Police'; 

-    J.H., holding the position of Inspector at the Territorial Protection Inspectorate (IMT) in the Municipality of Vau i Dejës, is charged with committing criminal offenses in aggravating circumstances, as outlined in letters 'dh', 'gj', and 'h' of Article 50 of the Penal Code. The charges include 'Failure to Report a Crime' and 'Abuse of Office' under Articles 300 and 248 of the Criminal Code. J.H. is subject to the security measure of 'Duty to Appear Before Judicial Police';

-    D.Ll., holding the position of Inspector at the Territorial Protection Inspectorate (IMT) in the Municipality of Vau i Dejës, is charged with committing criminal offenses in aggravating circumstances, as outlined in letters 'dh', 'gj', and 'h' of Article 50 of the Penal Code. The charges include 'Failure to Report a Crime' and 'Abuse of Office' under Articles 300-25 and 248 of the Criminal Code. D.Ll. is subject to the security measure of 'Duty to Appear Before Judicial Police'; and 
-    B.D. is charged with committing the criminal offense of 'Actions Obstructing the Discovery of the Truth,' as stipulated i Article 301 of the Criminal Code.
