Six State Officials Face Security Measures at Elbasan Prosecution’s Request over Abuse of State Funds and Economic Aid Scheme

The security measures of “Duty to Appear Before Judicial Police” and “Suspension from Exercising a Public Duty or Service”, as provided for in Articles 234 and 242 of the Criminal Procedure Code, at the request of Elbasan Prosecution Office, were ordered and executed against six state officials identified as A.Ç., N.B., A.Ç., G.S., L.K., and M.K. The individuals, who held positions including Social Administrator, Postal Worker, Municipal Directorate Director, and specialists within a Regional Directorate, are suspected of committing the criminal offenses of “Abuse of Office” in complicity, “Theft Committed Through Abuse of Office,” “Falsification of Documents,” and “Unauthorized Computer Access,” as provided for in Articles 248 and 25, 135, 186/2, and 192/b of the Criminal Code.
 

The criminal proceedings against these nationals will be referred to trial after they are formally notified of the charges and granted the status of defendants.

The investigations into criminal case No. 395 on April 24, 2025, were initiated following a complaint filed by a citizen who alleged abuses within the economic assistance scheme stemming from a case involving his family members.
 

Elbasan Prosecution’s Office, in cooperation with the Economic and Financial Crime Investigation Section of the Elbasan Local Police Directorate, conducted a thorough investigation, uncovering abuses of state funds allocated through the economic assistance scheme, from the local administrative unit to regional authorities in Elbasan. The investigation focused on a single administrative unit in Elbasan County and covered the period from October 2024 to July 2025. According to investigators, the alleged scheme caused an estimated financial loss of approximately 12.5 million ALL.

The losses stemmed from the inclusion of households in the economic assistance program despite their failure to meet the legal eligibility requirements. After the initiation of the criminal investigation, the number of beneficiary families fell from 320 to 110, indicating that many recipients had been receiving benefits without legal entitlement.
During the course of the criminal proceedings, evidence was gathered showing that the state officials, acting jointly, carried out actions in violation of the law by failing to maintain the required documentation, artificially increasing the number of households benefiting from the economic assistance scheme, unlawfully obtaining financial benefits, and failing to exercise proper oversight to prevent the continuation of the unlawful practice.
 

Elbasan Prosecution Office reaffirms its commitment to giving priority to the investigation of criminal offenses involving financial crimes in both the public and private sectors. The Prosecution Office also calls on citizens to report any suspected acts of misconduct, corruption, or abuse of office by public officials, in order to ensure that those responsible are identified and held accountable before the law.
