The Special Court Against Corruption and Organized Crime (SPAK) has imposed two security measures against Albania’s Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku, including suspension from her duties and a ban on leaving the country. The decision was issued yesterday afternoon but was made public only this morning.

According to court documents, the ruling was handed down by Judge Erion Çela at the request of prosecutor Dritan Prençi, who is leading the investigation into alleged violations of equality in public procurement procedures. The accusations, according to sources familiar with the case, are linked to the Llogara Tunnel project and Lot 4 of Tirana’s Outer Ring Road.

Journalist Anila Hoxha, citing sources, reported that investigators from the National Bureau of Investigation were instructed to officially notify Balluku of the measures ordered by the Special Court.

In addition to the actions taken against the deputy prime minister, non-official sources say the court has also issued “house arrest” orders for two other senior officials: Erald Elezi, head of the Albanian Power Corporation (KESH), and Gentian Gjyli, head of the Albanian Road Authority (ARRSH).

The investigation remains ongoing, and no trial date has yet been announced. All individuals involved are presumed innocent unless proven guilty in a court of law.
