Two apartments (a one-bedroom and a two-bedroom unit) and a garage have been seized at the request of Tirana Prosecution Office within asset investigation proceedings No. 02 of 2026 against citizen Arben Alla, sentenced to 10 years' imprisonment for the criminal offense of “trafficking of narcotics”.
The investigations revealed that the documented income of A.A. and his family members was insufficient to cover their personal expenses and the investments made in movable and immovable property. This citizen lacked the financial means to acquire these properties.
The forensic accounting report, together with the evidence collected during the investigation, determined that the identified assets owned by the subjects involved in this asset proceeding meet the legal requirements for seizure and/or confiscation as stipulated in Articles 11 and 24 of Law No. 10192, dated 3 December 2009. The investigations found a substantial discrepancy between the assets held by the subjects and their lawfully declared income, which was insufficient to support their acquisition.
The asset investigation conducted into A.A. and his relatives established that A.A. was involved in the criminal offence of “trafficking of narcotics,” as provided for in Article 283/a of the Criminal Code, an offence falling within the scope of Law No. 10192. The investigation further found that the assets accumulated were disproportionate to the income or profits derived from the subjects' declared lawful activities and could not be justified by those legitimate sources. On these grounds, Tirana Prosecution Office imposed the seizure measure on the following assets:
a. A one-bedroom apartment (1+1) with a total floor area of 66.33 m², together with a 44 m² terrace, located within a multi-functional complex on Xhanfize Keko Street; and
b. A two-bedroom apartment (2+1) with a total floor area of 87.9 m², together with a 16 m² garage located on Level -2 of a multi-functional complex currently under construction on Kahreman Ylli Street.
