Treasury Official Says She Was Threatened Over Constitutional Court Ruling

A senior Treasury official has told to the Special Prosecutor’s Office (SPAK) that she was threatened with dismissal and an audit if she carried out a decision by the Constitutional Court, according to sources familiar with the investigation.

“I was threatened that I would be removed from my position and that an audit would be launched if I executed the Constitutional Court’s decision,” the head of one of the Treasury’s regional branches reportedly told investigators.

The testimony is also supported by responses sent to SPAK by the National Agency for Information Society (AKSHI), according to sources cited by Top Channel. The documents reportedly include email exchanges between the Secretary General of the Ministry of Finance and other ministry officials dating from August through September, when the dispute began.

The developments come as part of an investigation opened by SPAK on September 18 into alleged abuse of office and the failure to implement Constitutional Court decisions. The case is now also expected to include an investigation into alleged threats made against officials because of their duties, according to the sources.

Several directors of Treasury branches across Albania have been questioned in recent days, the sources said.

Officials who have been reported to prosecutors by judges and prosecutors themselves — including the Minister of Finance and the ministry’s Secretary General — are expected to be questioned at a later stage. The Director General of the Treasury, who is based in Tirana, is also expected to be interviewed.

The allegations remain subject to investigation, and no finding of criminal responsibility has been established at this stage.
