'2027 Fiscal Package Raises Taxes, Fails to Address Needs'
Democratic Party MP Eno Bozdo stated that the government’s projections in the 2027 Fiscal Package fail to address the country’s economic and social challenges.
Speaking from the Assembly, Bozdo remarked that “the Fiscal Package and the draft budget are the two most significant political and strategic documents of any administration, as they establish economic and social priorities.”
He described the current economic and social situation as one of the most difficult in the last two decades, highlighting concerns such as the lack of funding for doctors, medicines, pensioners, and educators, as well as the business sector’s calls for economic intervention.
Bozdo pointed to the proposed fiscal changes, noting that the tax on dividends is set to increase from 8% to 15%, and the Value Added Tax (VAT) from 20% to 21% - adjustments he noted would generate approximately Euro 85 million in additional budget revenue.
According to Bozdo, this increase in revenue is not matched by a sufficient allocation of expenditures toward sectors that require support. “Education is not being properly funded - especially when we know full well that teachers are underpaid, schools lack heating and quality laboratories, and the education budget needs a twofold increase. The government has set funding at 2.5% of GDP. Back in 2013, they promised to raise it to 5%, but after 14 years, they have left that commitment in oblivion,” stated Bozdo.
Regarding the healthcare sector, the Democratic Party (DP) MP also called for increased funding, citing shortages of medicines and medical supplies, as well as the departure of doctors and nurses from the sector.
Bozdo also addressed agriculture, asserting that the sector is facing a decline in production and a lack of financial support for farmers.
As for industry and domestic production, Bozdo argued that current fiscal policies fail to create favorable conditions for investment and competitiveness, warning of the consequences this will have for Albanian producers and exporters.
Bozdo described 2027 as a challenging period for the country, expressing his conviction that Albania is in need of political change.
