Twenty persons have been remanded in custody at the request of the Saranda Prosecution accused of the criminal offence of production and sale of narcotics.

The investigation into criminal proceeding No. 442 of 2026, initiated based on information referred by the Saranda Police Commissariat, established that the persons in question allegedly acted in cooperation with one another to distribute various types of narcotic substances, primarily cocaine and cannabis. The narcotics were allegedly distributed in the cities of Saranda and Ksamil, mainly along the promenade, on beaches, near high schools, as well as at beach bars, including to foreign tourists.

Foreign nationals are also suspected of being involved in this activity. They are suspected of contacting the persons under investigation to purchase narcotics in larger quantities and subsequently distributing them in the areas of Ksamil and Saranda. The cannabis sativa is suspected of being sourced from the village of Shenvasil or the surrounding villages.

In the course of the investigations, a range of investigative actions were conducted over two months, including simulated purchases and covert audio surveillance, which documented the sale of narcotic substances. At an earlier stage of the investigation, A.N., A.C. and K.J. were arrested, and 4 kg of cannabis were seized from their possession. The quantities of narcotics sold ranged from 0.3 g to 3.5 g, while the prices ranged from ALL 2,000 to ALL 35,000, depending on the type of narcotic substance.
Saranda District Court, following a request by Saranda Prosecution Office, ordered the security measure of remand in custody for the 20 persons under investigation:
1.    A.O. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
2.    F.F. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
3.    F.L. – suspected of the criminal offence provided for in Article 283(1) of the Criminal Code;
4.    A.A. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
5.    E.D. – suspected of the criminal offence provided for in Article 283(1) of the Criminal Code;
6.    M.M. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
7.    R.A. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
8.    Dh.T. – suspected of the criminal offence provided for in Article 283(1) of the Criminal Code;
9.    N.R. – suspected of the criminal offence provided for in Article 283(1) of the Criminal Code;
10.    F.B. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
11.    E.D. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
12.    K.P. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
13.    D.S. – suspected of the criminal offence provided for in Article 283(1) of the Criminal Code;
14.    Xh.M. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
15.    V.K. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
16.    B.K. – suspected of the criminal offence provided for in Article 283(1) of the Criminal Code;
17.    Sh.B. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
18.    N.R. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code;
19.    A.B. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code; and
20.    K.O. – suspected of the criminal offence provided for in Article 283(2) of the Criminal Code.

During the execution of the court decisions ordering the security measures and authorizing the searches, two firearms, among other items, were found and seized at the residences of persons under investigation D.S. and Sh.B.
The investigation remains ongoing under the direction of Saranda Prosecution Office.
