Albania has officially canceled a major tender for the provision of hemodialysis services in five cities, days after the sole bidder was declared the winner of the procedure.

Health Minister Klodiana Spahiu had previously described the process as an “open procedure turned back” in a social media post, as the tender came under scrutiny in recent weeks.

The Public Procurement Agency has now formally published the cancellation of the tender, which covered hemodialysis services in Shkodër, Lezhë, Korçë, Vlorë and Elbasan.

The procedure had an estimated limit fund of approximately 4.59 billion Albanian lek, with a contract duration of 48 months.

The tender was launched on August 17, 2026, as an open procedure above the high monetary threshold and was conducted by the Operator of Integrated Health Services, a publicly owned entity.

Only one company, Diaverum AB, participated in the bidding process. The company was declared the winner on September 10, 2026.

However, just days after the winner was announced, the procurement procedure was officially canceled in the public procurement system.

The stated reason for the cancellation was the identification of “significant errors or shortcomings in the tender documents.”

The tender was designed to provide hemodialysis services across the five cities for a four-year period. Official procurement documents show that Diaverum AB submitted the only bid and was subsequently declared the successful bidder.

The award notice also stated that no standstill period applied, in accordance with the provisions of Albania’s Public Procurement Law.

The cancellation means that the procedure, despite reaching the award stage, will not proceed under its current terms.
