Albanian Parliamentary Committee Expands Oversight to Government Ministries

Albania’s Committee on Citizen Initiatives, Cooperation, and Institutional Oversight has approved a new work calendar to continue its monitoring efforts, shifting its focus toward government ministries after facing limitations in accessing the Special Anti-Corruption Structure (SPAK).

The so-called “Xhafaj” Committee said the move aims to identify practical obstacles and provide support for the timely completion of by-laws following the approval of numerous laws by parliament.

Deputy Chair Ermal Elezi outlined the institutions subject to scrutiny, including the Ministry of Finance, Ministry of Infrastructure and Energy, Ministry of Agriculture and Rural Development, and the Ministry of Economy and Innovation. The review will cover laws adopted during the 2021–2025 legislative period, the number and scope of required by-laws, those already approved along with their dates, as well as pending acts and associated deadlines. Challenges encountered during implementation will also be assessed.

Opposition member Gjin Gjoni supported the initiative, calling the parliamentary oversight necessary and urging that any issues identified be formally reported to parliament.
