Businesses Urged to Apply for Fiscal Peace Deal

The Tax Administration has reminded businesses that there are 12 days left until the application deadline (June 5) for the Fiscal Peace Agreement for the tax year 2026.

Earlier, businesses requested an extension of the implementation deadlines. Experts warn that the short deadlines for application and payment could create difficulties for businesses and the Tax Administration.

The agreement is a voluntary program designed to ease tax burdens, forgive old fines, and reduce corporate tax rates to 5% for businesses that voluntarily re-evaluate and agree to annual profit increases. It aims to formalize the economy and build trust between taxpayers and the administration.

The implementation of the agreement faced significant opposition from local business associations, economic analysts, and international organizations like the International Monetary Fund (IMF) and the European Union.

According to the IMF, Albania’s Fiscal Peace Agreement poses direct threats to the country’s macroeconomic stability, long-term tax collection, and governance.

In its formal 2025 Article IV Consultation for Albania, the IMF explicitly warned that the policy risks "undermining tax compliance, weakening audit credibility, and reversing hard-won gains in tax administration modernization”.

Through a sequence of evaluations, IMF mission heads (including Anke Weber) have continually voiced concern that unconditional or preferential revaluations of past financial statements create acute vulnerabilities to illicit financial flows and financial crime.
