Illegal Construction Probe in Saranda Linked to Property of Murdered Tourist Guide

New details have emerged in the investigation surrounding illegal constructions in the coastal city of Saranda, a case that has already led to the arrest of several senior local police officials.

According to investigative sources, the land where an unauthorized beach bar was being built belongs to Isuf Jaçaj, also known as “Bushi,” a well-known sea guide who previously transported tourists along the coasts of Ksamil and Saranda.

Jaçaj was killed in the autumn of 2025 in a suspected explosive attack involving TNT. Authorities now suspect that following his death, the property was forcibly taken over by a criminal group allegedly originating from Kamza — the same area linked to individuals suspected of ordering Jaçaj’s murder.

Construction work for a beach bar intended for the summer tourist season had reportedly already begun on the disputed property.

The case triggered a major operation by Albania’s Police Oversight Agency (AMP), resulting in the arrest of the Saranda Police Commissariat chief and senior crime unit officials. Investigators suspect police officers abused their positions by allowing illegal construction activities connected to individuals with criminal ties.

While authorities have not officially confirmed whether police officials received bribes related to the seizure of Jaçaj’s property, preliminary investigations suggest they may have been paid by the criminal group in exchange for permitting the unauthorized development.

The investigation was launched after Albania’s top police official, Skënder Hita, reportedly received a citizen complaint regarding the situation in Saranda. Shortly afterward, the entire leadership chain of the Saranda Police Commissariat was dismissed and arrested pending further investigation.
